8hr AR 15 Diagnostics – Porter

INTERNATIONAL MEMBERS: ITAR compliance must be acquired to attend this course.

Students will get first hand experience seeing a multitude of malfunctions that occur all too often on the range. This course offers the opportunity to see what actually happens when parts fail, are made wrong or are installed incorrectly. Once the weapon is fired by the instructors, students who are split into work groups will then diagnose the problem by applying skills learned in previous armorer’s classes. Students should be able to more completely understand the operation of the AR DI Patrol Rifle and confidently be able to quickly repair weapons in their armory in the future. This course provides a broad look at common issues as well as not so common issues and are presented in a controlled manner with direction on what the problem is and how it occurred.

All while continuing to teach gunsmithing classes at Montgomery Community College, as well as providing repair services to agencies with tech support and consultations.


2hr Range Training Strategy Active Shooter – Monk

This presentation will help the LE trainer better understand the Active Shooter and his attack, so that LE instructors can develop and execute better, prioritized, more realistic training. This presentation will address the environment of our fight, what is most likely to happen, how attacks in some types of locations differ from others, and demonstrate over 20 law enforcement lessons-learned from successes and failures in efforts to interdict this threat. This information will help the law enforcement trainer improve their officers’ mental, skill, and tactical preparation. Topics covered include Rule #4, Round #2, and the Monkey.

  1. Understand what is most likely to happen during active killer attacks at different locations, so you can best prepare officers to counter it
  2. See examples of lessons-learned from active killer attacks that can be incorporated into officer training

Ed earned a BS in US History from West Point, an MS in Adult Education from Kansas State University., and he is a graduate of the US Army’s Command & General Staff College.

Del spent years as a State Law Enforcement Trainer in Illinois. Among other special duties with the State of Illinois he served as Field Liaison Trainer for the Illinois Department of Corrections, and as an Agency Firearms Instructor. Del is a master instructor / trainer and has provided firearms, tactics, and training to thousands of professionals. He has served as a Range Master, Match Director for Olympic Qualifications and member of the Academy Weapons Team.


2hr Critical Incident Aftermath Instructor – A-Alkebu-Lan

This course addresses the critical yet often neglected aftermath of high-stress incidents, shifting focus from tactical protocols to the long-term well-being of first responders and their families. Participants move beyond legalities to master communication strategies, digital safety, and emotional resilience. By developing a comprehensive Critical Incident Action Plan, attendees learn to safeguard their personal lives against fallout. The program concludes with certification as a NACFI Critical Incident Aftermath Instructor, qualifying graduates to teach these essential survival strategies to others.

Upon successful completion of this training, the student will be able to:

  • Implement Post-Incident Communication: Execute effective written and verbal strategies to provide clarity and support to family members during a crisis.
  • Establish family support systems by identifying and deploying resources tailored to the unique challenges faced by first responders’ families.

Speaker Bio: Tepi-A-Ra A-Alkebu-Lan, Tep, is a Senior Master Instructor for the National Association of Combative Firearms Instructors with over 20 years of experience. Specializing in use of force, weapons retention, and urban combatives, he is a Sworn Officer and has trained law enforcement and civilians across the U.S. and internationally. A certified armorer and adjunct instructor, he stays current with industry trends to deliver cutting-edge training to his students.


4hr Tactical Emergency Care – Carlson

Police officers routinely encounter wounded persons when responding to tactical situations. Principles of Care by EMS medicine do not apply to the unique tactical environment of law enforcement. Tactical Emergency Casualty Care (TECC) was developed based upon the military Tactical Combat Casualty Care (TCCC) program; adapted for civilian operations, TECC addresses the differences in patient populations and reduced scope of practice found by law enforcement. Students will learn how identify the correct TECC phase of care they are in based upon proximity to the threat. Emphasis will be placed upon threat mitigation above medical concerns. Students will conduct hands on training in tourniquet application both upon themselves and others to control life threatening bleeding. Additionally, students will learn on wound trainers how to conduct wound packing to control arterial bleeding from a junctional area. Students will learn how to manage a patient’s airway using positional airway management techniques such as recovery positions. Training will also cover bleeding control thru pressure dressings and pressure wraps. Students will discuss how to facilitate a proper patient hand-off by responding to EMS thru a MIST report and the considerations to determine if Law Enforcement patient transport is recommended. All training is in accordance with C-TECC guidelines.

Upon completion of this course, students will be able to:

  1. Explain why TECC principles are critical for law enforcement and firearms instructors.
  2. Identify preventable causes of death in tactical environments.
  3. Describe the three phases of TECC and associated priorities.
  4. Demonstrate understanding of basic anatomy and pathophysiology relevant to trauma care.
  5. Identify and manage life-threatening hemorrhage using tourniquets and wound packing.
  6. Apply airway management techniques appropriate to TECC.
  7. Recognize and manage penetrating chest injuries.
  8. Apply circulation and hypothermia management principles.
  9. Conduct effective transfer of care using the MIST format.
  10. Explain evacuation, CASEVAC, MEDEVAC, and mass casualty triage concepts.

Speaker Bio: Robert Carlson is a firearms Instructor, Active Shooter Program Coordinator and Counter-Ambush Instructor for the Memphis TN Police Department and has 30 years in military Special Operations. Previously, he was the lead tactical medical instructor for the Regional Counterdrug Training Academy. His background includes SWAT Medic and tactical medical provider. Robert is recognized as an expert in tactical mass casualty events and police medical transport, serving on the Committee for Tactical Emergency Casualty Care


4hr Writing Objectional Objectives – Fettinger

Participants will increase their instructional skills through development of quality instructional objectives that are the first step in better training. When teaching adult learners instructors need to show the purpose of the training and how it will be conducted to be effective. Well written objectives are based on training needs and are the first step in lesson plan development. They are the benchmark enabling instructors reach training goals. This planning will streamline valuable training time to accomplish a positive change in student behavior.
The class will include lecture and collaborative practical exercises.

With references to notes:

  • Write the training objectives for a course segment in terms of specific and measurable behavior by including a performance, condition, and criterion
  • Identify and mark properly written objectives from a list of possible objectives and rewrite improperly written objectives without error

Speaker Bio: Mark has served as a Deputy Sheriff, Investigator, Senior Investigator, and Captain during his career with the Fulton County Sheriff’s Office. He was a bureau chief in the New York State DCJS (Post). He is a NYS Police Instructor, Firearms Instructor, Master Instructor, and Instructor Evaluator. He instructs and has developed curricula in the areas of police supervision and management, and firearms, including the IALEFI Firearms Instructor Course. He facilitated and contributed to the development of a SWAT training and standards project. He was Executive Director of IALEFI.
He holds a Bachelor’s degree from SUNY Empire State University and a Masters in Public Administration from Marist University. He is a graduate of the New York State Law Enforcement Executive Institute.

4hr Legal Issues Update HOT Topics – Harmatz

2026 Legal Issues Update – Hot Topics is a course that covers extensive legal considerations when engaged in law enforcement activities. Issues such as failure to train; use of force; firearm do and don’ts; reducing legal liability; concealed carry; importance of documentation and report writing; searches; immunities; internal affairs intervention; suicide in custody; dealing with the media; the legal process (civil and criminal); off duty liability; and other vital legal issues that law enforcement executives face on a daily basis. Actual cases will be discussed and considered.

The students will take away important information concerning hot topics that have arisen recently in regard to law enforcement issues. 2026 Legal Issues Update – Hot Topics will engage the students to consider the legal implications of actions or non-actions when on the job. The students will have a greater thought process when returning to their jobs after the conference and a better understanding of current trends that law enforcement instructors need to pass on to their individual law enforcement officers.

Speaker: Hugo Harmatz

Speaker Bio: Hugo Harmatz, J.D. LL. M. has been prosecuting and defending complex litigation in several state and federal courts. He has been licensed to practice law for over thirty years and is admitted to practice before the United States Supreme Court. Mr. Harmatz has a background in the field of intelligence and has served as chief legal counsel to a number of embassies and diplomats. He has served as legal counsel to the Marine Corps Intelligence Association and hold membership in the Association of Former Intelligence Officers. Mr. Harmatz has received a multitude of honors and awards for his public service, including the Congressional Award and the Four Chaplains Award.

He has advised organizations on risk management and program development. He holds multiple degrees in security and business.

Angelique is the Chief of Staff, a Chief Range Safety Officer, and Instructor at P³TC. She is Instructor certified in many NRA disciplines and she is an NRA Pistol and Shotgun Coach. Angelique has decades of experience in leadership, project management, sales, marketing, and business management. 4hr Policy Development Workshop – Fettinger

It is vital that subject matter experts are involved in their agency policy development process. The workshop will provide basics needed to create written directives for agency staff that are compliant with statutes, case law, accreditation standards, and best practices in a consistent and reasonable manner.
The class will include lecture and group practical exercises.

Upon completion of this section the student will, without reference to notes, be able to:

Speaker: Mark Fettinger

Speaker Bio: Mark has served as a Deputy Sheriff, Investigator, Senior Investigator, and Captain during his career with the Fulton County Sheriff’s Office. He was a bureau chief in the New York State DCJS (Post). He is a NYS Police Instructor, Firearms Instructor, Master Instructor, and Instructor Evaluator. He instructs and has developed curricula in the areas of police supervision and management, and firearms, including the IALEFI Firearms Instructor Course. He facilitated and contributed to the development of a SWAT training and standards project. He was Executive Director of IALEFI.
He holds a Bachelor’s degree from SUNY Empire State University and a Masters in Public Administration from Marist University. He is a graduate of the New York State Law Enforcement Executive Institute.


4hr Don’t Get Boxed In – Harmatz

“Don’t Get Boxed In” is both a lecture and a hands-on experience for the law enforcement/military trainer to bring home to their troops. This class is a ‘soup to nuts’ approach towards numerous aspects of street survival and training. Combining lecture and hands-on exercises, the goal of positive officer training will be ascertained. Defensive tactics, physical training, verbal pre-attack signals, weapon retention, coaching officers, foundations of survival, and reducing excessive force are a few of the topics that will be discussed. Proven world-class training, boxing techniques, and other factors will be considered.

The students will learn several aspects of defensive tactics and the “whole package” through the eyes of a professional boxing coach. By applying these learned techniques, the difference between life and death while on the job can be highly influenced. Don’t Get Boxed is a light-hearted approach to such a serious discipline. Through this method of training, the student is more apt to remember what is necessary for survival in the streets.

Speaker Bio: Hugo Harmatz has been involved in the martial arts and boxing for over forty years. As a professional coach, he worked with the best professional trainers and served as the cutman for numerous world champions. Mr. Harmatz’s defensive tactics training methods can make the difference between life and death. Mr. Harmatz has also served as a special unit trainer for active duty members of the United States Marine Corps, the United States Coast Guard, and the United States Navy. He has also served as an athletic trainer for diplomatic staff. Speaker Bio: Inspector Romolo Ranallo is the 2025 IALEFI Firearms Instructor of the Year. Romolo has a Master of Science in Bioenergetics/Human Motor Performance from the University of British Columbia. He has served as an assaulter, sniper, breacher, tactical medic, team leader, and instructor, with extensive expertise in explosive entry, firearms training, and SWAT operations.
Boon is a founding partner of ShootingClasses.com, a national platform built to support firearms instructors and expand access to professional training. Through this work, he continues to shape how civilians and professionals train, focusing on practical application, accountability, and real-world readiness.
He was a member of the CIA’s Global Response Staff (GRS) and responded to the terrorist attacks in Benghazi, Libya. His experiences are documented in 13 Hours: The Inside Account of What Really Happened in Benghazi by Mitchell Zuckoff. Boon is also the co-author of Benghazi: Know Thy Enemy, an investigation that identified those terrorists responsible for the September 11–12, 2012 attacks.

This class will provide instructors with an overview of how the Constraints Led Approach can be used to enhance performance in police firearms training. The class will examine current research into motor learning and performance to identify new methods for developing adaptive and job ready officers. Speaker Bio: Cameron Lloyd is one of the senior instructors responsible for instructor training and curriculum development for a department of over 12000 officers. He is the co-owner of Foresight Tactical, providing specialist firearms training services both within Australia and internationally.

James Hickey is a senior instructor for a department of over 12000 officers. He has over 15 years of experience delivering firearms and officer safety programs. He is the owner of Threat Focused Solutions specializing in instructional services for varied clients. He was recently involved in the largest curriculum rewrite for his department in over two decades, which directly influenced the material taught to new recruits, in service police and new instructors.


4hr Pistol Mounted Red Dot Operator – Woodard

The pistol mounted red dot system(PMRDS) is quickly growing in popularity for Law Enforcement Officers. The PMRDS offers several benefits for officers once the officers become proficient in the use of the PMRDS. Speed and accuracy along with target focus are primary examples of the benefits. With iron sights a shooter must transfer focus from different focal plane’s while shooting. With the PMRDS the shooter is able to stay focused on the target and not change their focal plane. The shooter is also able to keep both eyes open while shooting, adding to their awareness. Transitioning to the PMRDS from iron sights requires training and practice to change the presentation of the firearm so the shooter can pick up the red dot quickly through a small window on top of the gun. In order to become proficient with the PMRDS a shooter must understand the difference in the presentation, and focal point of the PMRDS. You must also understand the operation of the PMRDS, zeroing of the PMRDS and procedures if the PMRDS becomes occluded or breaks.

Sgt. Woodard is the lead firearms instructor for the Police Department. He is responsible for the continuing education, qualification, and tactical training for the sworn officers of the Amarillo Police Department. This instruction includes pistol, rifle and shotgun proficiency along with tactics in building and low light searching techniques and active shooter tactics. Sgt. Woodard has been instructing firearms and tactics since 2002, and has been the lead firearms instructor for the department since 2013. Sgt. Woodard has over three hundred tactical training hours, and over six hundred hours of firearms training and instruction. Sgt. Woodard also has over 100 hours of firearms armorer training for several brands of firearms.

Billy has served in law enforcement for 13 years and is both an Army and Navy veteran. He currently works as the Rangemaster for the Potter County Sheriff’s Office in Texas, where he leads a team of 18 firearms instructors. He is responsible for the training, maintenance, and documentation of firearms and ammunition for more than 200 sworn officers. Billy is certified as an armorer for Glock, the Sig Sauer P320, Smith & Wesson M&P platforms, and AR-15/M16/M4 systems.
Billy is dedicated to creating a safe, structured learning environment that encourages students to push their individual limits and reach higher levels of performance. 4hr Close Quarter Tactics – Yadin

This course is based on latest urban combat doctrines used by Israeli and American special forces. Students will be introduced to techniques that are proven and field tested.

Upon completion of this training, students will be able to conduct tactical entry to a building, responding to mass shooter/terrorist event, move solo and in various formations, clear rooms, corridors, understand concepts of threshold evals, communication strategies, IED challenges and brief on essential gear typically used for an intervention team. This is a NO LIVE FIRE drill. Firearms’ (handgun and rifle) breaches will be blocked.

During this course students will be provided with methods to improve the economy of motion surrounding a rifle to pistol transition while maintaining speed and accuracy. Speed is fine… accuracy is final… You’ve all heard that… why can’t we have both? This class is for that!

Speed is a byproduct of efficiency. This IADLEST Certified advanced level course is designed to enable student(s) to work on efficiency of movement as it pertains to the holster draw, as well as shooting to cadence to enable the student(s) to shoot accurately and rapidly at different target distances/sizes. This advanced level shooting course will push your quantifiable performance limits!

This course will focus on the Deliberate Practice Model (Ericsson & Pool, Peak: Secrets from the New Science of Expertise) on how professional athletes train ranging from mental, cognitive, and physical abilities. Quantifiable results ranging from both time and accuracy.

Achieve shooting 5 rounds in 1 second from a close/intermediate (3-5 yards) range. Achieve a safe holster draw under 2 seconds. After 4-hours of training, the student will have the ability to successfully perform a holster draw in less than 2 seconds with the fastest shooting cadence of 5 rounds in 1 second. This IADLEST Certified Course will help the shooter work on throttle control as it pertains to the target size and/or target distance. This program has proven to improve good shooters to great shooters and problem shooters to qualify easier every year.

4hr Shotgun Training the Next Gen – Zacharias

This course is designed to enlighten current police officers of the utility of the police shotgun. In a time where the police carbine rifle seems preferred to the exclusion of the shotgun Many firearm instructors believe the police shotgun out dated. nothing could be farther from the truth. Officers who hold this opinion seem to ignore the current generation of munitions that have given the police shotgun increase utility. Many come by this opinion honestly due to past training that seemed more punitive than enlightening. A universal combative shooting platform will be taught. as well as the importance proper fitting of the shotgun. Outfitting a shotgun for low light use will also be covered.

Students will know the pro and cons of shotguns for police use Student will know the pros and cons of proper shotguns for police use. Students will know the 4 conditions of the shotgun and complete loading, unloading and slug drill. Students will pattern their shotguns with Buck shot at intermediate range and slugs at long range. Students will be able to select proper munitions for optimal shotgun performance. Students will demonstrate disassembly and assembly and function checks with their shotguns. Students will be able to perform transition drill to side arm and combat reloading.

This course trains officers to respond to deadly force encounters involving suspects already in custody. Participants will learn to recognize and react to threats while maintaining control of a restrained subject. The program addresses modern assault patterns, awareness, and rapid decision-making under pressure, preparing officers to protect themselves and others through judgment-based tactics and controlled defensive engagement.

Cross-trained with the nation’s Special Forces, he later served as a Defense Contractor and Subject Matter Expert supporting U.S. and ISAF-SOF military operations in the Middle East. He is a 31-year member of IALEFI, has taught at multiple Conferences, and is the CEO of Combative Systems International of Florida.

Richard Taylor: Richard Taylor has over 30 years with the Trinidad and Tobago Police Service. Since joining the Academy in 1995, he has trained recruits and senior officers for 15 years in policing and specialized assignments. He is certified in several areas, including Smith & Wesson, Taser, GLOCK armorer, baton use, crowd control, and VIP protection. An IALEFI member, he currently serves as Superintendent of Police and Senior Instructor at the Academy in Trinidad and Tobago.

He is a Modern Samurai Project endorsed instructor and a recipient of the MSP 3/4 patch along with multitude of other certifications from Glock MOS, Sig RDS Instructor and FBI Carbine Instructor.

William Bonner has been in Law Enforcement for 25 years. While having taught martial arts and coaching wrestling prior to entering LE, he began teaching for his current dept. in 2006 and has strived to push the envelope ever since. Working hand in hand with other like minded instructors at his agency, William has pushed himself as well, working tirelessly to improve his instructural abilities by never losing focus on what matters and being better than yesterday.
