Battle of the Badges is a law enforcement-only shooting competition designed to challenge officers’ skills while fostering camaraderie among those who serve. Active law enforcement officers can compete for free, while retired officers are also welcome to participate with a small registration fee. This event brings together LEOs from across the country for a high-energy, skills-based competition that pushes them beyond the range and into real-world scenarios. Lt. Brian Murphy (retired) from the Oak Creek Police Department in Wisconsin. Lt. Murphy was the first officer on the scene on August 5, 2012, after 40-year-old Wade Michael Page fatally shot six people and wounded four others at a Sikh temple in Oak Creek, Wisconsin. Lt. Murphy will go through the incident in detail, showing actual video footage and lessons learned. Lt. Murphy later earned the Congressional Badge of Bravery and Presidential Medal of Valor.

The Annual Training Conference (ATC) is IALEFI’s annual seminar providing informative individual classes and dynamic live fire range exercises that are topical, relevant, and dependent to law enforcement, military, and private sector firearms instructors. Topics include:

Existing Law Enforcement Firearms instructors will learn how to diagnose and correct any problems that students/cadets may have with their fundamentals of shooting including Stance, Grip, etc. This course is taught in the Teach the Teacher method and corrects many obstacles that teachers encounter.

Speaker Bio: Hudi Schiffer has been an avid shooter for over 30 years. Started instructing students in 2005, until he decided to officially receive his civilian NRA Instructor certification not long after. Co-Owner of a Private Sector Security organization, he started teaching Private Security, Law Enforcement, and the Armed Professional. Hudi holds numerous instructor certifications from Sig Sauer Academy, NRA LE Division, and many other training organizations including IALEFI. Hudi has taught at ATC and RTC and has assisted/taught the Firearms Instructor Course and Master Instructor Development Course for IALEFI. As the owner of a LE Firearms Training Company, Hudi has been contracted to travel the country to teach firearms training and Active Shooter training to many Schools and Houses of Worship. Speaker Bio: Romolo is a 26 year veteran of the Vancouver Police Department (CANADA) currently assigned as the officer i/c of the Force Options Training Section and Tactical Training Centre. He has a Master of Science Degree from the University of British Columbia. Romolo has extensive experience as a firearms instructor having developed over a dozen programs from conception to implementation. He is a past presenter at the IALEFI-ATC and sits on Provincial & National Advisory Committees.

8hr Transition & Movement Clinic (Alibrando)

This clinic is to designed to improve efficiency and re-enforce fundamentals of transitioning from one platform to another. There will be special attention on the mechanics of efficient and stable movement while engaging threats. Further progression will tie movement at direct and oblique angles while having to transition to a secondary system. Part of the training is to showcase drills and techniques for agency instructors with a special focus on creating reactions in students based on weapon failure and stress.
Round Count: 300 rifle and 200 pistol
Equipment required: Carbine with sling that allows the weapon to lay across the body (not a GI strap), pistol in duty type holster, 5 mags for rifle and 3 mags for pistol, eye and ear protection, armor (if appropriate for your current assignment) appropriate gear for the weather conditions. Speaker: Tom Alibrando
Speaker Bio: Prior to IWI US, Tom served as a police officer, SWAT, LE Precision rifleman, instructor in all disciplines, and special investigations officer in the Prescott area of Arizona for 11 years. He also toured Iraq and Afghanistan, serving with the Department of State/Blackwater in a protective detail, as well as serving as an intelligence specialist, assistant team leader and foreign national trainer. Tom was involved with the Anti Terrorism Assistance (ATA) Program and various Counter Narcoterrorism Technology Program Office (CNTPO) programs teaching a variety of skill sets from protective operations, close quaters battle and sniper/ counter sniper operations. He worked on the State Department Worldwide Protective Services (WPS) program in a firearms and tactics role. Tom was also the program manager for training for ACADEMI Training Services prior to leaving for IWI.

Speaker Bio: My name is Rashad Pearson. I am currently a Detective at the Valencia County Sheriff’s Office, located in Los Lunas, New Mexico. I have been a law enforcement officer for 9 1/2 years and currently in charge of our firearms training program as a Master Firearms Instructor. I’m a member of our SWAT Team currently holding the billet of Team Leader and have been on SWAT for 7 years. Prior to law enforcement I was in the United States Marine Corps as an Infantryman. Throughout my years in the military and law enforcement, I have had the luxury to attend various trainings in weapon and tactics. Hopefully, those who choose to attend my class will enjoy exchanging knowledge and ideas to help each other grow in this subject we call firearms instruction.
R 4hr Trigger Drills – Proven Marksmanship Success (Aplan)

Participants will learn positive feedback techniques for teaching sight alignment and sight picture. Taught separately, other drills teach proper trigger control. Separate skills establish methods for accurately identifying shooter errors. Without trigger drills, “reading targets” is little more than guesswork. Errors often balance or hide others. These trigger drills are the most effective way of teaching marksmanship and identifying shooter problems. These methods are based on the most successful academy program in the country.
Through physical demonstration and experience, firearms instructors will review proven, successful techniques for training shooters in proper trigger operation. In a learner-centered kinesthetic exercise, the instructor will evaluate a trainee’s application of sight alignment and sight picture. With tactile methods, participants learn drills that allow trainees to experience proper trigger operation. Participants learn how to evaluate trainees’ application of trigger operation through tangible feedback. Literal hands-on techniques allow shooters to experience correct methods. Instructors will learn to impart proper techniques to new and remedial shooters.

Speaker Bio: Art Aplan is a state academy training coordinator and is responsible for firearms training and project facilitation. He has developed a variety of firearms-related programs including basic academy firearms, armed school staff, and pistol permit instructor training. Basic instruction in taking off duty action, as well as extremely close armed/unarmed combat is probably the most lacking training in a LEO’S career.
This class will cover many aspects of off duty action—from awareness, De Escalation
dealing with 911 operators as well as effective combat methods if all else fails.
All shooting will be from very short distances.
To use self awareness, basic tactics and ultra close range shooting/unarmed self defense techniques to survive off duty situations—either while making an arrest or the victim of an attack.

This presentation is designed for instructors who design, setup, and execute live-fire training for armed responders. It covers the most-needed skills, the best way to train and assess those skills, and how to design and run realistic live-fire scenarios. H 4hr Supplemental Use of Green Laser (Marshall)

“Identify your target, and what is behind it. Never shoot at anything that you have not positively identified.” –Lt Col. Jeff Cooper, Rules of Safety. Pistol mounted lights assist rapid target identification and can be a life saver. Improvements in green laser sighting are now practical for target focused aiming and supplementing iron or red dot pistol sights. This course will discuss the systems available to departments as well as the policies, procedures, courses of fire, and training needed to make pistol mounted lights and lasers safe for use by all officers. Students will also do exercises and testing on a Ti Lab shooting simulator.
Understand training practices in pistol mounted light and laser.
Understand the benefits of pistol lights and lasers for all officers.
Understand best methods of implementation of pistol mounted lights or lasers at their agency.
Shoot simulation drills on a Ti Lab simulator using different systems.

Speaker Bio: Brian Marshall is a 28-year veteran of local and federal law enforcement. He is a 20 year member of IALEFI and a recipient of the Charlie Smith Award. He is an Adjunct Instructor for Texas State University ALERRT program teaching active shooter response. He owns the Steyr Academy hosting training in Talladega, Alabama. He holds multiple armorer’s certifications and has published several articles on firearms training topics and has been featured multiple times on “The Firearm Blog TV” (TFBtv) discussing unique weapon systems.
H 4hr Intro to Tactical Medicine AM (Lipinski)
This course will go over a variety of topics as it relates to officers providing care to themselves and to others. Care-Under-Fire (CUF) as well as Stopping the Bleed will be a major emphasis. Knowing what to do under certain circumstances is vital to the rescuer’s safety and that of the victim. There will be a discussion of the various tolls needed for an IFAK (Individual First Aid Kit) and how to properly use them. There will also be a component of Outside the Box thinking for when a rescuer has to improvise due to a lack of manufactured supplies. Finally, students will learn various carry techniques to move a victim once aid has been rendered. There is a slight amount of physical activity needed to be performed by the students.

Speaker Bio: Steven Lipinski is a Corporal with the Palm Beach County Sheriff’s Office and is assigned to the Training Division. He has taught all high liability topics and is currently responsible for the agencies medical program. He has been with the Sheriff’s Office for 35+ years and has been teaching in various forms, at various levels, for 30+ years. He is a member and instructor for the Emergency Field Force Team where he started and formed the TacMed Unit within the team. He is an EMT and has attended CONTOM’s and various other tactical medicine courses.

Firearms instructors will have a better understanding of the dynamics of an officer involved shooting, including lessons learned in the areas of officer safety, reality-based training, equipment, public relations, and post-incident response. This seminar will allow them to drive improvements at their agencies in training, tactics, strategy, and policy, based on actual experience.
On July 10, 2014, two Franklin County, Ohio, Adult Probation Officers went to a probationer’s home to arrest him for failing to report. The probationer was a 37-year-old adherent of the “Moorish Nation” branch of the Sovereign Citizen movement, who had recently pled to felonious assault. The probationer ambushed the officers, shooting and wounding one seriously. After close quarters grappling, the probationer was killed by the injured officer’s return fire at contact distance. This presentation will provide a before, during, and after look at an officer-involved shooting. This case study is based largely on first-hand accounts of the involved officers. This compelling presentation provides lessons learned on officer safety, training, equipment, public relations, and post-incident response that are applicable to agencies of all sizes.

Speaker Bio: Michael R. Moran, J.D., CFE, INCI: Mike has over 20 years’ experience as a law enforcement firearms instructor and is a nationally certified LE firearms instructor, armorer, firearms consultant, expert witness, judicial security specialist, and criminal court magistrate. As a statewide training director, he created the Ohio Court Officer Safety and Survival Series of case studies to drive reality-based training in the State of Ohio. He is a retired prosecutor, police legal advisor, chief bailiff, and colonel from his state guard.
Del Angelo: Since 2013 Del serves as an ESE Teacher for Duval County Public Schools at Mt. Herman Exceptional Student Center in Jacksonville, Florida.
He holds degrees from Hannibal-LaGrange College, East Texas Baptist University, University of Illinois and Florida State College in Jacksonville, Florida.
Del spent years as a State Law Enforcement Trainer in Illinois. Among other special duties with the State of Illinois he served as Field Liaison Trainer for the Illinois Department of Corrections, and as an Agency Firearms Instructor. Del is a master instructor / trainer and has provided firearms, tactics, and training to thousands of professionals. He has served as a Range Master, Match Director for Olympic Qualifications and member of the Academy Weapons Team.

In the pursuit of developing training protocols aimed at optimizing performance, we have created a curriculum focused on training that involved cognitive functions and mental load.
The optimization of the mental spectrum (load) begins with the optimization of the functional spectrum (the engaged-involved functions). The goal is to preserve enough processing space despite various stressors to maintain technical execution capacity as far as possible under constraints.
This curriculum comprises, on one hand, the principles of functional training related to peripheral vision, visual transition, eye mobility, and visuomotor coordination, which relates to information acquisition; and on the other hand, the development of mental load management, which pertains to information processing capacity, to develop appropriate processes for managing critical situations arising from armed confrontation and the handling of direct and indirect threats.
The curriculum integrates concepts of inhibitory control to associate the execution performance of the mission with the elements constituting the decisions to shoot or not to shoot. These principles emphasize cognitive influence as predominant over emotional biases, proactive and reactive interferences. This module aims to neutralize the mechanisms underlying failures in inhibitory control when deciding to shoot or not to shoot.
During a 4hours session at the shooting range, we review the drill progressions corresponding to functional and mental spectrums while addressing the theoretical and practical aspects. This approach allows the designated trainers of the units to independently construct subsequent sessions using the blocks while being fully aware of the functions and trained spectrums. It can be condensed into half a day, though it may be a bit intense depending on the number of participants.
The three proprietary drill systems involved are :
– Opportunity drill, levels 1, 2, 3, and 4, and decompression;
– Infinite drill with 4 execution vectors associating options for 4 different levels of intensity;
– Control drill, levels 1 to 3, and intervals (15” x 3 – 10 rest) and decompression.
Performance Optimization: Improve functional capabilities and mental loading optimization to maintain technical skills as far as possible in the stressful context of a armed confrontation.

When asked why a person carries a defensive firearm, the most common answer is “to protect loved ones”, yet many have not prepared for a fight in the presence of their family. This course will leave participants with the confidence to teach others the five major types of defensive actions that may occur when deploying a defensive firearm in the immediate
presence of loved ones.

Speaker Bio: Greg Bettis began his law enforcement career in Metro-Atlanta in 1984, Greg worked the street as a uniformed patrol officer, spent fourteen years in criminal investigations and became a Georgia P.O.S.T. instructor in 1989 and Master Instructor in 2000. Holding various instructor certifications, armorer’s certifications and an FBI Firearms Instructor certificate, Greg has authored training related articles and, in 2022, completed a book for firearms instructors titled, “Beyond the Muzzle”. He became an IALEFI member in 1998, teaching at Annual and Regional Training Conferences and the Master Instructor Development Program. Greg professionally retired in 2021 and currently sits on the IALEFI Board of Directors

Speaker Bio: Mark Suchy has been working with Team One Network as an Adjunct Instructor since 2018. He instructs Low-Light tactics and live-fire training for the pistol, rifle, and shotgun. He also instructs pistol-mounted optics classes. Mark is a retired Patrol Sergeant and 30-year veteran with the West Palm Beach, Florida, Police Department. This program discusses the implications of critical incidents and deadly-force encounters, including officer-involved shootings, from psychological and psycho-physiological perspectives. Definitions of trauma, critical incident, acute stress, and post-traumatic stress are presented. Firearms-instructor participants will learn what to expect if they, their colleagues, or their subordinates are involved in a shooting or other critical incident. More than 60% of officer involved shootings occur between 6:00 p.m. and 6:00 a.m. This abbreviated course is designed for the student to gain skills and develop an ability to teach themselves and their officers how to survive low light deadly force encounters. this Low Light rifle course is for trainers to develop knowledge of and practice using Low Light tactics with handheld, pistol mounted, and rifle mounted tactical lights to assist in the development their own Departmental Low Light Training Course to educate and train the student in the use of a flashlight in all situations ranging from normal activities to lethal force engagements, and to increase the graduate’s chances of surviving and prevailing in lethal force encounters occurring in diminished lighting conditions.

Law enforcement firearms training has failed to embrace adult-learning concepts. As instructors, we own this problem, but we can also provide the change necessary to improve our officer’s skills. This class will provide law enforcement firearms instructors with information on how adult-learning affects shooter performance. It provides tips and techniques to help coach and mentor shooters, techniques to instruct the fundamentals of marksmanship, and drills to develop combative speed and accuracy.
Safety: Safety is the responsibility of everyone on the range. If anyone observes any unsafe activity, please announce loudly so everyone can hear, “Cease Fire!”
Cardinal Rules of Firearms Safety

Officers are constantly faced with the possibility of having to use deadly force to save their live or the life of a third person. In a deadly force situation weapons can malfunction and the possibilities of needing to reload is high. The ability to fix a malfunction or reload the weapon quickly and efficiently could be the difference in surviving a deadly force situation. Students will be exposed to methods of reloading, both tactical and emergency type reloads, along with fixing malfunction and getting the gun back up and getting back in the fight. This is a skill that is often taken for granite and not trained on specifically.

Speaker Bio: Sgt. Robert (Mitch) Woodard is the lead firearms instructor for the Amarillo Police Department in Amarillo Texas. He is responsible for the continuing education, qualification, and tactical training for the sworn officers of the Amarillo Police Department. This instruction includes pistol, rifle and shotgun proficiency along with tactics in building and low light searching techniques and active shooter tactics. Sgt. Woodard has been instructing firearms and tactics since 2002, and has been the lead firearms instructor for the department since 2013. Sgt. Woodard has over three hundred tactical training hours, and over six hundred hours of firearms training and instruction. Sgt. Woodard also has over 100 hours of firearms armorer training for several brands of firearms. Sgt. Woodard is currently on the board of directors of IALEFI since 2021 and currently serves as the Secretary for the IALEFI board.

The ultimate goal of this class is to develop a basic understanding, and practical application of working from concealment in both the on-duty, and off-duty capacity. The GSW side of Tactical Medical is hard to separate from many traumatic injuries and for IALEFI learners the importance of specialized training is apparent.
In the class the participants to provide leadership, medical aid and emergency management support during a trauma event that may be occurring in a hostile environment or on a range. Participants will learn how to apply the proper techniques to render first aid, treat life threatening and non-life threatening injuries and to secure, lift, and extricate victims safely away from a stress rich environment. This course was developed by Medical Trauma Professionals, former Special Operations Medical Personnel and Law Enforcement Officers that have been cross trained in First Responder procedures.

When the bullets start flying, people start moving. Shooting on the move is a topic often acknowledged but rarely mastered in a law enforcement context. A lot of LE firearms training is very linear an rarely explores shooting in a 3 dimensional environment. Guided by a USPSA Grand Master, we will explore the fundamentals, concepts and applications of shooting a pistol in a mobile environment. Advancing, retreating, laterally… sure, but what are the fundamentals of this process? How to we manage a sight picture? How do we initiate movement and how do we arrive in a position? These will be explored in this class.

Officers are constantly faced with the possibility of having to use deadly force to save their live or the life of a third person. In a deadly force situation weapons can malfunction and the possibilities of needing to reload is high. The ability to fix a malfunction or reload the weapon quickly and efficiently could be the difference in surviving a deadly force situation. Students will be exposed to methods of reloading, both tactical and emergency type reloads, along with fixing malfunction and getting the gun back up and getting back in the fight. This is a skill that is often taken for granite and not trained on specifically.
1. Be able to show proficiency and accuracy with duty firearm.

Speaker Bio: Sgt. Robert (Mitch) Woodard is the lead firearms instructor for the Amarillo Police Department in Amarillo Texas. He is responsible for the continuing education, qualification, and tactical training for the sworn officers of the Amarillo Police Department. This instruction includes pistol, rifle and shotgun proficiency along with tactics in building and low light searching techniques and active shooter tactics. Sgt. Woodard has been instructing firearms and tactics since 2002, and has been the lead firearms instructor for the department since 2013. Sgt. Woodard has over three hundred tactical training hours, and over six hundred hours of firearms training and instruction. Sgt. Woodard also has over 100 hours of firearms armorer training for several brands of firearms. Sgt. Woodard is currently on the board of directors of IALEFI since 2021 and currently serves as the Secretary for the IALEFI board.

Speaker Bio: Dr. Phil Baquie, an Australian-born mental health expert, specializes in training elite law enforcement and military units, including Army Special Forces, Navy SEALs, and federal agencies. He holds advanced degrees in counseling and psychology, is a certified law enforcement firearms instructor, and has experience in high-risk protective operations. Founder of Alpha 6 Tactical Solutions and a multi-location mental health practice, Phil now leads the Warrior Presilience Project, a nonprofit supporting first responders and military personnel.
H 4hr Active Attack Response (Funderburk)

This is a force on force course at the Reality Based Training Center focusing on law enforcement active attack response. This is a unique facility and will expand the officers expertise with active attacks.
1. Video critique, the Officer will learn positives and negatives from past events.
2. The Officer will have a refresher on tourniquet application and basic aid.
3. The Officer will learn what it means to be mentally preparedfor an active attack.
4. The Officer will know the importance of the initial response to an active attack and the dynamics of solo officer response.
5. Firearms safety reminder and 3 level safety check
6. The Officer will make correct decisions under stress to stop an active attack during scenarios

Speaker Bio: Lieutenant Keith Funderburk has 29 years of Texas law enforcement experience holding a Master Peace Officer Certificate. He has studied Criminal Justice and is a certified TCOLE Instructor, Firearms Instructor and ALERRT Instructor. Lt. Funderburk has worked in numerous divisions for several police agencies. The areas of law enforcement experience include Corrections, Patrol, CID, Specialized Units, Communications, Training Coordinator, District Commander of Patrol/CID/Critical Incidents and currently holds the position of Lieutenant of the Reality Based Training Center – Montgomery County. Lt. Funderburk is an advocate of firm but fair leadership.
He has been a presenter on police leadership for ILEETA, International Law Enforcement Educators and Trainers Association. Lt. Funderburk has published numerous articles in law enforcement publications and interviewed by Police One on police leadership.
