Tactical Pistol Drills
Field officers are encountering more dangerous situations today than ever before. If officers can gain that tactical edge, they will survive a deadly encounter. Officers need to be ready to deal with these situations. This course will give the officers new ideas on how to gain and keep that tactical edge.

Instructor: Sgt. Michial Dunlap is a 27 year veteran of the Amarillo Texas  Police Department where he has been the range master and lead firearms instructor for the past 13 years. Michial was the guest of the Brazilian Government 3 times to teach firearms and police tactics to the local, state, and federal officers. Michial serves as the Secretary of IALEFI® and is also the Training Coordinator.

Student requirements: Duty leather gear, duty weapon, 500 rounds ammo and soft body armor is recommended.
 

Close Quarters Patrol Rifle
We train how to shoot at close quarters with hand guns, but not with rifles. As more and more departments add rifles to our street officers arsenal, we need to prepare them both physically and mentally to engage and win deadly encounters at close quarters with the rifle. This course will demonstrate several techniques and drills to accomplish this mission.

Instructor: Cpl. Jimmy Johnson is a 15 yearn veteran of the Amarillo Texas Police Department. He a department firearms instructor, rifle instructor, and is on the dive team. Jimmy has instructed at several IALEFI® Regional Conferences. 

Student requirements: Duty rifle, duty handgun, duty leather gear, 50 rounds handgun ammo, and 300 rounds rifle ammo. 

Practical Shotgun for the Patrol Officer
Despite it’s tremendous utility value, the police shotgun remains an underutilized and misunderstood tool. Many of the negative attitudes relative to the shotgun stem from improper training and as a result, officers never develop confidence in this particular weapon system. This 8 hour block of instruction will focus on the use of the shotgun as a fighting tool, with particular emphasis on reduced light operation. The shotgun enjoys greater hit potential than with the service handgun, however this will only be realized with proper training.

Instructor: Capt. Mike Boyle is the Training Administrator for the New Jersey Division of Fish & Wildlife, Bureau of Law Enforcement as well as a staff instructor and Range Master at the Division of Criminal Justice Academy. He also serves on the IALEFI® Board of Directors where he chairs the Regional Training Committee. Mike contributed the chapter on Police Shotgun to the book “Total Survival”.

Student requirements: duty shotgun, 50 rounds 00 Buck, 5 Slugs, duty belt and equipment, handgun with speed loaders or magazines, and 20 rounds of ammunition. 

Basic Ballistic Shield Use for Patrol
The use of a ballistic shields for patrol is growing throughout the law enforcement community. This course will show the students different ways to utilize a shield. The course will include classroom discussion, demonstrations, and hands on practice. There will be individual, two man, team use of the shield, officer down, and citizen rescue techniques with the shield.

Instructor: Frank Kosciow is a detective with the Santa Ana Tribal Police. Frank is a member of the SAPD Emergency Services Team and the primary Crisis Negotiator. Frank is an NRA Instructor, and a New Mexico Department of Public Safety certified firearms instructor, tactical instructor, and defensive tactics instructor. Frank has taught numerous law enforcement classes and correctional classes. He is a member of NTOA, ASLET, NRA, and IALEFI®.

Co-Instructor: Cpl. Peter Lahi is the team leader of the Santa Ana Tribal Police Emergency Services Team. He is a certified police firearms instructor through the Federal Law Enforcement Training Center. He is a tactical instructor for handgun, carbine, and sub-gun. He is also trained as a sniper and observer. He is a member of the NTOA and IALEFI®.

Student requirements: Duty handgun, duty gear, minimum of 3 magazines or reloading devices,  personal body armor, and 150 rounds of ammunition. Ballistic helmet, knee pads, and gloves are optional.

 

Officer Survival and the New Recruit, 
“The Generation X”, The Older Recruit 
and Some Issues in Gender
This class will evaluate issues concerning the survival training of new officers. Who are these new officers? What is it they expect? Should we as trainers take into consideration what they want? Most often, these new officers are a mixture of the new generation X, older recruits, and a larger number of women. Attending this class will provide the instructor with ideas and information about these new officers. It is important for the Instructor to take into consideration the diversity among these officers and to provide meaningful and relevant training that would insure their survival.

Instructor: Grace Matthews is a veteran officer with the Miami-Dade Police Department. She is certified as a firearms instructor by the State of Florida Commission on Criminal Justice Standards and Training. She also holds firearms instructor certifications from the NRA, the Smith & Wesson Academy and H&K as a MP-5 instructor. She has received advanced firearms training from S &W, Chapman Academy, H&K, and the Lethal Force Institute. She is a member of ASLET, the Police Writer’s Club and a life member of the NRA. She has been a presenter at ASLET, IALEFI®, and ACJS. Her current assignment in the Miami-Dade Police Department is a Detective in the Special Operations Unit of the Miami-Lakes District Station. Grace also serves on the IALEFI® Board of Directors.

Wednesday Evening Class
Prevailing in Reduced Light Conditions: Patrol Rifle
Many law enforcement officers are afforded limited opportunity to train in reduced light environments. Considering that most police shootings have historically occurred in less than optimum light, this situation is less than satisfactory. This block of instruction will explore the use of the patrol rifle as a reduced light fighting tool. Techniques which maximize the operators ability to hit under adverse conditions will be addressed.

Instructor: Capt. Mike Boyle is the Training Administrator for the New Jersey Division of Fish & Wildlife, Bureau of Law Enforcement and an instructor with the Streamlight Academy. He is also a police academy instructor and rangemaster and the author of over 300 published articles including several on the subject of reduced light shooting. Mike serves on the IALEFI® Board of Directors where he chairs the Regional Training Committee

Student requirements: Rifle with sling, spare magazines, 200 rounds of rifle ammunition, pistol with 50 rounds of ammunition, hand held flashlight, weapon mounted light if available.

  • Participants are asked to report to the Santa Ana Tribal Police Pistol Range, located approx. 3 miles north of Bernalillo, NM (exit 242) on the access road of I-25 at 0700 on April 2 2003 for final check-in. Maps will be provided with registration confirmation. 
  • There will be a supper and vendor exhibit on Thursday evening April 3, 2003 at the Santa Ana Casino. There will be numerous door prizes and a cash bar. This will be an additional $25.00 for the meal, payable on the first day for those who wish to attend.
  • All range activities require a hat, wrap around eye protection and ear protection. The use of soft body armor during training is recommended.
  • All participants who have not completed an IALEFI® safety check will be required to do so.
Eligibility: Attendees must be a member of IALEFI® or a certified law enforcement officer. THIS CONFERENCE IS LIMITED TO THE FIRST 40 people who send in their registration and conference fee or purchase orders etc. IALEFI® will invoice your Department and/or agency if so requested.
