Course Title:  Introduction to protective security detail for Law enforcement: “What ring can you work within?”

This course of Instruction introduces the participant to the dynamics and internal framework of the protective security professional. Commonly known as “Protective Concentric rings of security”, discussions will be opened to determine the current mission and objective of law enforcement officers within the PSD environment and to guide those discussions on further development of the law enforcement officer into the complete PSD mission. Hands on dynamics of this unique course will include discussions and practical applications of walking formations, duties and responsibilities of team members, arrivals and departures, implementation of the advance team, immediate action considerations, and concentric rings of security integration. This 4 hour block of instruction will be completed with a demonstration and practical application of firing techniques commonly applied within the PSD training environment. This brief but detailed course will help all who attend to better understand the complete scheme of maneuver and inner workings of the protective security detail.

Instructor:  Brad Delauter, Director of Operations, United States Shooting Academy

Brad Delauter has over 25 years of experience in protective security and weapons training through his service in the U.S. Marine Corps. After retiring from the Marine Corps in June of 2000, Delauter has continued his service in the profession of arms with the U.S. Secret Service, Federal Air Marshal Service, Triple Canopy, Inc., and the Marine Corps War Fighting Lab, Quantico, VA where he served as the lab’s academic coordinator and tactics integration specialist. He has held positions managing, instructing and coordinating personnel, weapons and equipment for training and deployments worldwide. Prior to joining the United States Shooting Academy, Delauter served as a Counter Assault Team Commander, Fixed Site Supervisor and Shift Leader in Ramadi and Fallujah, Iraq as part of a protection security detail assigned to U.S. State Dept. officials for Triple Canopy, Inc. Upon his return from duty in Iraq, Delauter was assigned as a Primary Instructor at Triple Canopy, where he was responsible for developing and conducting tactical training/Protection Security detail courses for students and prospective clients.

Delauter also served as Senior Instructor at the Federal Air Marshal Service Training Branch, where he conducted tactics, CQC, firearms and physical fitness training. In 2004, Delauter was asked to develop and implement a Physical Training Program for the Air Marshal Service and was subsequently appointed the Federal Air Marshals 1st Director of its Physical Specialties Division. Prior to his service with the Federal Air Marshals, Delauter served as a Federal Firearms/Tactics Instructor at the U.S. Secret Service Training Academy, providing instruction in basic and advanced marksmanship, tactics, and CQB to Secret Service Uniform Division officers, special agents, emergency response teams and counter assault teams.

As a Marine, Delauter has seen action in Desert Storm and, most recently, in Iraq as a PSD Contractor in support of Operation Enduring Freedom.. As Company 1st Sgt., 1st Battalion, 6th Marines, Camp Lejeune, Delauter orchestrated and supervised daily training and operations in his capacity as the senior enlisted advisor to the company commander. He planned, coordinated, and supervised a number of U.S. and foreign-based joint service exercises that included military airlift squadrons, naval vessels, and military installations. Delauter received the U.S. Navy/Marine Corps Commendation Medal with Combat “V” for Valor for actions against Iraqi forces.
Delauter’s extensive Instructor credentials include USMC Drill Instructor, Amphibious Reconnaissance School, School of Infantry and senior operational controller responsible for Instructor development at the Marine Corps War fighting lab. Delauter trains Instructors in techniques of classroom presentation. He was twice nominated for Instructor of the Year during his Military service. His awards include the SgtMaj of the Marine Corps Leadership writing award and, following Operation Desert Storm, the SgtMaj Wilbur Bestwick award -- a nationally recognized achievement presented by the Marine Corps League for contributions to a Fleet Marine Force Unit. Delauter is an Honor Graduate and the recipient of the Commando Medal for the British Royal Marines All Arms Commando Course. After duty with the Royal Marines 539 assault boat squadron, he served as a Primary Instructor on the Commando Course Training Staff.


Course Title:  “GET MOVING!” Experience the draw, reload, immediate action, and shooting…all while on the move

The American law enforcement training environment has set up today’s officers for failure!  For years, training has been confused with departmental handgun qualification.  The philosophy of standing and shooting static while squared up with the threat has been drilled into Police shooting courses throughout the United States.  The ability to dynamically move while manipulating and firing the handgun is a skill that will undoubtedly save lives…starting with your own!

Student Requirements:  Handgun w/300 Rounds, appropriate range safety gear

Instructor:  Phil Strader, United States Shooting Academy: Director of Competitions
United States Shooting Academy Phil Strader has over 40 state, regional and national shooting competition titles, including two U.S. Standard Team World Championships and a World Speed Shooting Championship (2006).  Additionally, he was the 2003 National Point Series Champion and a member of the 2002 and 2005 U.S. Standard Gold Teams-World Shoot XIII & XIV.   Prior to joining the United States Shooting Academy, Strader served as a police officer and firearms instructor for the U.S. Capitol Police in Washington, D.C. for ten years.  He also worked as a police officer with the Danville (VA) Police Department, where he was assigned to the city’s first federally funded Community Police Program.  Strader is a graduate of the University of North Carolina-Chapel Hill with a B.A. in Political Science.  He is also a graduate of the New River Criminal Justice Academy, the Federal Law Enforcement Training Center (FLETC) and the U.S. Capitol Police Academy.  His professional certifications include FLETC Firearms Instructor Training Program, FBI Advanced Firearms Instructional Techniques, H&K Certified Operator/Instructor – MP5, USCP Certified Operator/Instructor – MP5/Benelli M1 Super90/H&K G36/RRA M4, USPSA Certified Range Officer, IDPA Certified Safety Officer and NRA Certified Instructor in Basic Pistol and Personal Protection.


Course Title:  “THE POWER OF EXPLOSIVE MOVEMENT” Learn the ability to not only move, but to explode to cover and concealment, as well as shooting while moving at extreme angles.

You’re facing your worst fear!  There’s a suspect in front of you, and he’s got a gun pointed right at you…and you’re cover is 10 feet away.  What do you do?  We will evaluate the best way to approach this situation.  Learning the correct methods of explosive movement will offer a realistic and survivable option.  Don’t forget to stretch!

Course Title:  Infight Weapons Access: Getting to your primary, secondary or third tier weapons when fighting for your life in the clinch!
This is a hands-on, physically demanding course where officers will experience the difficulties of extreme close quarters shooting against a live resisting opponent.  Officers will find that many of the traditionally taught close quarters shooting methods tend to fall apart under physical assault and the security of a handgun is really false security unless you possess the integrated skill package to deploy your handgun at extreme close quarters.

Officers will also learn retention techniques intended to reflect the true difficulties officers face when under assault as opposed to traditionally taught methods which may focus on situations they are less likely to face and may collapse when under extreme pressure.

Instructors:  Mike Brown and Brandon Bennett, United States Shooting Academy: Michael Brown is a Sergeant with the Tulsa Police Department, currently assigned to the Office of Integrity and Compliance. Mike’s prior assignments with the Tulsa Police Department include the Firearms Training Staff as well as the Defensive Tactics Training Staff. Mike has over 400 hours of advanced level firearms training and holds numerous instructor certifications. Mike is certified as an instructor in defensive tactics by Monadnock, Casco, and PPCT. Mike was the first full-time law enforcement officer to be certified as a Four-Gun Master by the International Defensive Pistol Association. Mike has been the High Law Enforcement Officer at the 1998 through 2002 Oklahoma I.D.P.A. Championships. In addition, he has received his department’s Medal of Valor, Lifesaving Award, and Medal of Commendation.

Brandon Bennett is an officer with the Tulsa Police Department. Prior to this he was a patrol supervisor with the Northeastern State University Police Student Patrol. Brandon is a field training officer and entry team member for the Special Operations Team (SWAT.)  Brandon previously served as a defensive tactics instructor for T.P.D. Brandon is certified by Monadnock, Casco, and PPCT in their baton and defensive tactics systems. In addition, Brandon is certified as an instructor by the U.S.A. Thai Boxing Association and the Inosanto Martial Arts Association. In 2001, Brandon was nominated for the “Everyday Hero” Award by the Red Cross for his instruction in personal security and rape prevention.


Course Title:  Bilateral Shooting, Empowerment with the carbine
The ability to shoot the carbine from both shoulders is a very empowering skill.  The ability to maximize available cover and concealment becomes vitally important when rounds are incoming.  In this class we will show you far more than just how to perform fluid transitions.  We will demonstrate how working only off of the “strong” shoulder affects a host of issues particularly in the confines of a small structure and in low light.  Winning the gunfight is as much about not getting hit as it is getting hits.  We want to show you how to do both when deploying the carbine so you can “Win the Fight.”      

Student Requirements:  Rifle or Subgun  w/300 Rounds, appropriate range safety gear

Instructor:  Virgil Litterell, United States Shooting Academy: Virgil Litterell is a fifteen year veteran of law enforcement.  Virgil is currently a Sergeant with the Tulsa Police Department where he is assigned as a uniform patrol supervisor.  In addition, he served for seven years on the SWAT team and is currently the Department’s Defensive Tactics Unit Supervisor. His previous assignments with the Tulsa Police Department include the Fugitive Warrants Unit.  Virgil has received several awards to include his department’s Chief’s Award of outstanding contributions to the Special Operations Team and the Departmental Commendation Medal for a hostage rescue.

Virgil began his law enforcement career as a Trooper with the Washington State Patrol stationed in Tacoma Washington in 1991.  During his tenure with the Washington State Patrol Virgil was assigned to the Fugitive Warrants detail and the SWAT team.
Prior to this Virgil was a United States Air Force Survival Instructor stationed at the Air Force Survival School, Fairchild Air Force Base Washington.  Virgil was the Honor Graduate of his Survival Instructor Training Class.  He instructed aircrew members during an eighteen-day survival course in all aspects of prisoner or war and global combat survival.  Additionally he was awarded the U. S. Survival School’s Airman of the Year Award in 1990. 


Course Title: Professional Drill Development for the Patrol Rifle Instructor
This dynamic block will focus on assisting the instructor in the development of comprehensive drills to maintain and improve weapons handling of the patrol rifle.  This will be done through a series of fast paced dynamic drills that will incorporate movement, barricade manipulation, reloads, and team movement.  These drills are designed to be very aggressive and dynamic and will push the physical and shooting capabilities of the shooters.

Course Title “What you see is what you get”

Learn the true mechanics of shooting a handgun at extreme speed with combat accuracy.

This class will touch on the mechanics that most are missing when it comes to getting their handgun into action at extreme speed.  Course will include proper index points to increase consistency with the draw, a new approach to applying the firing cycle in any situation, as well as the real keys to managing the trigger and sights under stress at “fighting” speed.   This course will improve draw and hit speeds by 10% or more.

Instructors:  Mike Seeklander and Brian Hill, United States Shooting Academy: 

Chief Operating Officer – United States Shooting Academy  - Mike Seeklander has extensive formal training and experience in all phases of military and law enforcement training.  Currently a nationally ranked competitor on the practical (combat) handgun competition circuit, Seeklander has authored more than 20 lesson plans specifically related to basic and advanced firearms training. 
Seeklander has served as the Branch Chief and lead instructor for the Firearms division, and as an instructor for the Tactics and Physical Training divisions at the Federal Air Marshal Training Division in Atlantic City, N.J., where he was responsible for the development, implementation and supervision of all firearms and tactical shoothouse instruction for the Federal Air Marshal Service.  In addition, he served as a Federal Air Marshal, providing counter-terrorism security to commercial American air carriers nationwide.
A combat veteran of Desert Shield and Desert Storm, Seeklander served five years of active duty and four years of reserve duty in the U.S. Marine Corps, where he was an intelligence specialist and marksmanship instructor.  Prior to receiving his honorable discharge in 2000, he was attached to a Federal multi-agency task force investigating large-scale international drug trafficking.

From 1995-98, Seeklander served in the Knox County (TN) Sheriff’s Department’s Corrections division and was a member of its highly trained Special Operations Response Team.  From 1998-2001, he worked as a police officer for the Knoxville (TN) Police Department where he was assigned as a patrol officer and also as an investigator for the Organized Crime section, investigating narcotics and vice-related crimes at the local, state and federal levels.

Seeklander is the recipient of numerous awards and honors in the law enforcement community, and as a semi-professional shooter.  He is a former Tennessee State Pistol Champion (2000), Georgia State Pistol Champion (2001), Multi time-South Carolina State Pistol Champion (2004), Northeast (Area 7) regional champion, as well as a top ten finisher in the handgun and multi-gun (rifle, shotgun, pistol) national championships.  Seeklander has placed highly in every major practical type championship on the circuit including the World Speed Shooting championships and Action Pistol championships.  He is currently ranked as a Grandmaster by the United States Practical Shooting Championship.  Having competed in the shooting sports nationally, Mike adds to this experience with more than 15 years of experience in various martial arts holding multiple ranks including a Black Belt in Okinawan Freestyle Karate.

Director of Training – USSA  Brian Hill joined the United States Shooting Academy in 2005 to lead the development and planning of what would become one of the nation’s most complete and noteworthy security, protection, and firearms training facilities. 
Hill is currently a Sergeant with the Tulsa Police Department where he is assigned as a uniform patrol supervisor.  In addition, he serves as a firearms instructor, TPD Academy instructor, and Field Training Officer Supervisor.  His previous assignments with the Tulsa Police Dept. include the Special Operations Team (SWAT) and the Uniform Division North Street Crimes Unit.
Hill was instrumental in the overall design and structure of the USSA and was primarily responsible for construction oversight during the 18-month building process as well as for the management of the Training Division, assisting in the formulation and implementation of all training curriculum and the hiring of the Academy’s nationally renowned staff of instructors.  He also developed the Academy’s Environmental Stewardship and Lead Reclamation Plan in accordance with U.S. Environmental Protection Agency’s recommendations as well as the facility’s mitigation plan required by the U.S. Army Corps of Engineers.

Concurrent with his role as Director of Training, Hill also serves as an instructor for many of the USSA’s courses, including handgun, rifle, select fire, and specialty weapons.    Hill’s certifications include: Law Enforcement Firearms Instructor - National Rifle Association (NRA); Submachine Gun Instructor - Heckler and Koch (HK); Law Enforcement Firearms Instructor - Oklahoma Council on Law Enforcement Education and Training (CLEET); Shoot House and Chemical Agents/Less Lethal Weapons Instructor - National Tactical Officers Association (NTOA); and Simunition Scenario and Safety Instructor - (SNC), to name a few.

Hill is a member of NTOA, International Tactical Officers Training Association (ITOTA), Texas Tactical Police Officers Association (TTPOA), International Association of Law Enforcement Firearms Instructors (IALEFI), Oklahoma Association of Law Enforcement Firearms Instructors (OALEFI), International Law Enforcement Education Training Association (ILEETA), Police Marksman Association (PMA), and the United States Practical Shooting Association (USPSA).
 Hill is a graduate of the University of Oklahoma with a B.A. in Public Administration.

·         All range activities require a hat, wrap around eye protection and ear protection. The use of soft body armor during training is recommended.

·         All participants who have not already done so will be required to participate in a brief IALEFI® safety check prior to any range activity.  
Eligibility: Attendees must be a member of IALEFI® or a certified law enforcement officer. THIS CONFERENCE IS LIMITED TO THE FIRST 40 people who send in their registration and conference fee or purchase orders etc. IALEFI® will invoice your Department and/or agency if so requested.
